HWDA HOLDS TRAINING FOR SECRETARIES AND CHAIRPERSONS OF TOWN AND AREA COUNCILS

The Ho West District Assembly on Thursday 18th August 2022 organized a one-day training workshop for assigned town and area council secretaries and their respective Chairpersons as part of measures to strengthen the sub-structures. The town and area councils are Tsito, Kpedze, Weto, Yingor, Honuta-Aflakpe, Avatime, Anyirawase, and Abutia.

In his opening remarks, the District Coordinating Director Mr. Wisdom Kporngor welcomed members and stated the purpose of the meeting. He stated that the training was aimed at sharpening the knowledge of the participants to ensure improvements in their job performance and effective discharge of their duties at the town and area councils.

He further noted that the functionality of the substructures is crucial to the effective decentralisation of government at the local level in order to achieve the developmental agenda.

He, therefore, urged the participants to take the training seriously so as to inculcate the skills learned in strengthening the base of the sub-structures.

The Human Resource Manager, Mr. Bismark Von Golloh took participants through an overview of the decentralisation agenda, service delivery standards, and the local governance and its structures. He urged members to exhibit the service delivery standards in the execution of their duties and in dealing with the clients they serve.

Mr. Jonas Oppong, Accountant also presented an effective strategy of revenue mobilization, accounts management, and proper bookkeeping. He said 50% of the ceded revenue collected belongs to the councils but the whole money should be banked to ensure effective monitoring, transparency, and accountability of the funds

Madam Vincentia Amo Broni, Assistant Director IIB, did the final presentation on Minutes and Report Writing. She urged the council secretaries to meet at least once a month or at most, four times a year to deliberate, take decisions, and address issues of the councils.

In his closing remarks, the District Coordinating Director hoped the skills learned will help in the effective coordination between the District Assembly and the grassroots.
